Iowa W-4 forms (2024)

Recent Iowa tax legislation included several changes to individual income taxes. As a result, the Iowa 1040 was substantially revised. In 2024, the Iowa Department of Revenue adjusted the withholding tables and calculation to align with the recent income tax changes. This included issuing a revised W-4 form.

As of March 2, 2024, university employee W-4 elections were converted to the new Iowa withholding tax tables. Additional withholding carried over. Employees were notified of these changes and encouraged to review elections and make necessary changes via Employee Self-Service.

The Iowa Department of Revenue provides a withholding estimator to help you determine your withholding. Payroll Services recommends reviewing your withholding regularly. If you need personal income tax planning, consult a professional tax advisor. The university is unable to provide individual tax advice.

Tax reform bill (2023)

You may notice a change in your Iowa tax withholding on your Jan. 1, 2023, paycheck for the next several years.

On March 1, 2022, Governor Reynolds signed into law a tax reform bill which includes establishing a 3.9 flat income tax rate that will be phased in over four years.  Beginning in tax year 2023, there will be four tax brackets ranging from 4.4% to 6.0%.  In subsequent years, the top rate will be reduced on an annual basis until a 3.9% flat tax rate is achieved in tax year 2026.

The University recommends that you contact a professional tax preparer for assistance with your personal income tax planning and in adjusting your Iowa W-4 form, if appropriate.
