Initiating a Domestic Out of State Work Arrangement

Faculty and staff who, for personal reasons, want to work from outside of Iowa but within the U.S. for 30 consecutive calendar days or more will use the Domestic Remote Work request form. (This form does not need to be completed if the nature of the work requires the employee to work from another state.)

The following process is used to initiate a Domestic Out of State Work Arrangement

The employee will complete a Work Arrangement Application selecting the desired state where the work will be performed. Once submitted, the employee will be prompted to complete a Domestic Out of State Work Arrangement form.

The employee will provide the following information:

  • Reason for their request
  • Employee’s immigration status
  • Remote work location
  • Requested dates for remote work (maximum duration of one year. (Domestic work arrangement applications must be completed annually )
  • Acknowledgement that they may be personally responsible for income taxes assessed by the state/locality where they will work.
Teaching faculty and teaching assistants are not eligible to work outside of Iowa.

College/Organization Review

An employee’s request will be reviewed by their college/organization. Requests should be approved by a college/organization only if there is a significant business reason for an individual to perform services outside the state of Iowa.  If the college/organization supports the request, it will document additional information including:

  • Significant business reason allowing out-of-state work
  • Employee’s job responsibilities
  • Salary
  • Salary funding source
  • Work schedule
  • Equipment/materials that are required.

If the college/organization is satisfied with the business reason, the request will be routed to relevant University offices to evaluate various types of legal and compliance issues associated with employing someone to work in the state identified.

Risk categories include but are not limited to:

  • Taxation
  • Unemployment insurance
  • Workers compensation coverage
  • Benefits coverage  

Any additional costs to the University associated with the remote work arrangement will be sustained by the employing college/organization. If such costs are identified and the college/organization is unwilling to bear those costs, the request may be denied.

If the University and college/organization approve of the request, the remote work arrangement may be initiated based on the terms stated in the workflow form. The remote work arrangement is valid for one year and will be subject to review and/or change at the discretion of the employing college/organization, in accordance with the Flexible Work Arrangement Policy.
