University faculty and staff holding a 50% time or greater appointment can arrange a portion of your earnings, not to exceed $2,850 for the 2023 calendar year and $3,050 for the 2024 calendar year- including both employee and employer contributions, to be deposited into a Health Care Flexible Spending Account that is then used to reimburse you for health/dental care expenses incurred during the year. IRS regulations provide that earnings allocated to a spending account are not subject to federal income taxes, state income taxes, or FICA taxes. Therefore, if you elect to participate in this plan, you are reimbursed for these eligible expenses with income not subject to these taxes. 

Description of Health Care Flexible Spending Account

Annual Election. Participation in a Health Care Flexible Spending Account will require an active election each year. If you would like to enroll or continue your enrollment in a Health Care Flexible Spending Account, you must make a flexible spending account election and complete your enrollment by the deadline. Flexible spending account pledges will not roll over from a prior year. If you do not sign up during the annual enrollment, flexible spending account elections can only be changed if you have a qualifying event.

Faculty, Professional & Scientific (P&S), Merit, and SEIU

Irrevocable Election. During any one year, once you elect to participate and designate the amount to be deposited into your spending accounts, you may not stop deposits or change the amount deposited into your account unless you have a qualifying event. A change in your account must be made within 30 days of the event; otherwise, you must wait until the next enrollment period.

Instructions for completing your benefits enrollment for the Health Care Flexible Spending Account (FSA)

  • Enter your monthly pledge into the "Monthly Health Care Contribution" box.
  • If you have not applied all of your general benefits or shared savings credits to purchase benefits, any remainder, up to the annual limit of $2,850 for the 2023 calendar year ($3,050 for 2024), will go into a health care flexible spending account by default.
  • Leave the box empty if you do not wish to participate and do not have any leftover credits.

If you waive health coverage through the university, you must complete an attestation regarding your health insurance status in Employee Self Service when completing your enrollment. If you indicate that you are not enrolled in another group health insurance that provides minimum value coverage, the following will apply:

  • You will be eligible for the applicable credits based on your elections; however, the maximum amount of credits that will roll into a health care FSA will be $500 (prorated to $41.66/month) for the calendar year.
  • If you wish to contribute more to a health care FSA, you may contribute your funds in addition to the $500 you receive in credits.
  • You may designate credits in excess of $500 to a dependent care FSA or use credits in excess of $500 for other benefits.
  • If you do not designate credits in excess of $500 to dependent care FSA or other benefits, the excess credits will be forfeited.

A spouse or dependent child for whom you seek reimbursement of expenses through the health care FSA must be enrolled in a plan that provides minimum value coverage during the time the expenses were incurred.

  • If you want to see the cost of your benefit selections before deciding on a flexible spending account pledge amount(s), simply enter "0" in the spending account contribution area(s) and then choose the "recalculate" function/button. You can use this function multiple times to experiment with different choices and flexible spending account(s) pledge amounts.

House Staff Residents / Fellows

Changes for 2024:

The annual maximum for Health Care Flexible Spending Accounts will increase to $3,050 for 2024.
